Turns out there was a window to keep the extent of the spill contained by properly dealing with the oil rig platform fire.  Turns out the Coast Guard failed to do that.

It’s called the War Powers Act and along with the Constitution it says that waging wars is the responsibility of Congress.  Congress has chosen to shirk their responsibility.  One can only assume it’s so they can focus on ruining the country.  Or maybe worrying about steroid use in professional sports.
